What does it mean?

Municipal housing placement means the municipality arranges housing for people who cannot find accommodation on their own. Since the Settlement Act came into force in 2016, all municipalities are obligated to receive newcomers and arrange housing for them. The municipality negotiates with local property owners to set aside apartments for placement.

Housing placement is primarily aimed at newcomers with residence permits, but other groups such as homeless people, socially vulnerable individuals, and those leaving sheltered housing can also receive help. Assigned apartments are often simpler and in less central locations, but they provide a stable foundation to build from. Contracts may be time-limited initially with the possibility of extension.
